Planned Demolition Stages
The site demolition is planned in several phases with Phase 1 covering the removal of the briquette factory buildings commencing in late April 2017, while the Power Station demolition is planned to commence in July/August 2017. The last phase, which includes all the remaining ancillary buildings, will then be undertaken when these areas are complete in approximately March 2019.
At the end of the demolition and remediation process it is intended that the site will be sold as industrial land for future use and development.
The site, which is owned by Energy Brix Australia Corporation Pty Ltd (In Liquidation) (EBAC), a subsidiary of HRL Limited (In Liquidation), was purchased from the State entity, the Coal Corporation of Victoria, in 1996.
On 27 October 2015, HRL Limited and its subsidiaries (including EBAC), were placed in voluntary administration by its Directors. The companies were subsequently placed into liquidation on 2 June 2016. The liquidators, Ian Carson, Stephen Longley and Craig Crosbie of PPB Advisory, attempted for over 12 months to find a buyer for the site, however with the pending closure of Hazelwood (one of EBAC’s principle product customers) and the unknown and extensive costs for site remediation, an unconditional offer capable of acceptance by the liquidators was not received. On this basis, the liquidators have decided to undertake the site remediation, to enhance the site value and the estimated return to creditors. Stage 1 – Expected time frame: April 2017 to Dec 2017
Involves the removal of the briquette factory buildings, removal of excess stored coal on site, and preparation of the power station buildings for demolition.
Stage 2 – Expected time frame: Jul 2017 to June 2019
Removal of asbestos sheeting and insulation from within the Power Station. Demolition of Power Station buildings. Closure of the Ausnet switchyard behind the Power Station facilities. Top soiling of old coal storage areas on site.
Stage 3 – Expected time frame: June 2019 to March 2020
Removal of remaining asbestos sheeting and demolition of most remaining buildings on site.
